In memoriam prof. dr. Andries Hoogerwerf

Orbituary
Prof. dr. Andries Hoogerwerf (93) died on Monday in his hometown Enschede. He was involved in the establishment of the very first university program in Public Administration in our country, at the University of Twente.
Born in Delft, Hoogerwerf was successively a lecturer in political science at the Vrije Universiteit (1968-1969), professor of political science at the then Catholic Univerity of Nijmegen (1969-1975) and professor policy processes in public administration at the University of Twente (1975-1993). At the UT, Hoogerwerf was a driving force behind the establishment of the first university program in Public Administration in the Netherlands. ‘He was an enthusiastic and inspiring teacher, who showed his students, PhD candidates, and employees the way with perceptive lectures and constructive-critical comments. A widely respected political scientists and public administration expert.’
This is how the faculty of Behavioural Management and Social Sciences of the UT describes him.
René Torenvliet, professor in Public Management at the UT states that Hoogerwerf has not only put public administraion on the map in Twente, ‘but has also played an extremely important role in the development of the fields of political science and public administration in the Netherlands.’
Hoogerwerf has lived in Enschede since 1975. He owes his reputatation inside and outside the academy especially to his extensive oeuvre of more than 350 scientific publications.
Political Science
Standard works such as ‘Political Science: Concepts and Problems’ and ‘Government Policy’ shaped many generations of students. Some of his books and publications have been translated into English, French, Spanish, Italian, and Indonesian. After his retirement in 1993, Hoogerwerf wrote twelve more books about equality and inequality in the Dutch politics, violence, (in)tolerance, and (failing) elites. The political scientist regarded concern for peace and justice – and thus also concern for the weel-being and safety of people and the protection of the weak against the exploitation by the powerful – as core tasks of the government. Until the 1990s, Hoogerwerf was also a columnist for Dagblad Tubantia. Hoogerwerf was appointed Knight in the Order of the Netherlands Lion for his merits.
